As the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, proposed declaring 2027 the Year of Nationwide Large-Scale Construction, he emphasized: 'In every regional center, district, and village, not only roads, airports, and hospitals, but also creative centers, sports complexes, libraries, and scientific centers must be built.'

We believe this is clear proof that the library has become an integral part of the nation's strategic infrastructure.

Furthermore, the Head of State set the task of achieving a sustainable energy surplus, driver of massive digitalization across the economy, and the integration of artificial intelligence into all sectors by 2029. All of this translates directly into the development of science, education, and reading culture.

As the staff of the Scientific Library of M. Utemissov West Kazakhstan University, we consider our primary mission to serve as the core of this new intellectual environment. We believe that supporting the State Address through concrete actions means expanding library collections, advancing digital resources, and providing comprehensive support to students and researchers.
